State may aid Niagara County in capping landfill

LOCKPORT – The interim director of the Niagara County Refuse Disposal District told county legislators this week that the state might pay up to 50 percent of the cost of capping the county’s construction and demolition landfill off the Lockport Bypass.

Dawn M. Timm told the County Legislature’s Administration Committee that the so-called C&D landfill, which is to close July 3, is the type of site that would be eligible for a 50 percent reimbursement of closing costs by the Department of Environmental Conservation.

The cost of a permanent cap, which is to be installed by the end of May, has been estimated by Clough Harbour & Associates, an engineering firm, at $1.2 million.

The county will use its own crews and soil on hand to place a temporary cover over the landfill by Aug. 16, according to a resolution to close the site. The resolution is on Tuesday’s Legislature agenda.
